At a glance

  • Expatriate Quota (EQ): employer‑level approval that creates specific positions (e.g., Country Manager, Project Engineer). EQ is time‑bound and tied to understudy/training obligations.
  • STR Visa → CERPAC: for long‑term employment. Candidate enters Nigeria on STR, then regularises stay to obtain Combined Expatriate Residence Permit and Aliens Card (CERPAC).
  • Temporary Work Permit (TWP): for short, specialist assignments (installations, audits, training). No conversion to residence; repeat carefully to avoid overuse.

Company prerequisites

  • CAC documents: certificate of incorporation, status report/CRP, MEMART.
  • Business Permit & Expatriate Quota: obtain/renew via the competent authority (typically Ministry of Interior) with role descriptions, headcount plan and understudy commitments.
  • Tax & statutory: TIN, evidence of tax compliance; pension (PENCOM) where applicable; ITF/NSITF where required.
  • HR readiness: Nigerian understudy assignments, training plan, job descriptions, employment contracts.

Hiring flow: STR path

  1. Confirm EQ position: title, duration, location, and Nigerian understudy details.
  2. Employment docs: offer/contract, credentials, CV, police/clearance as required, medicals per guidance.
  3. STR cable/pre‑approval: employer applies; candidate obtains STR visa from the Nigerian mission.
  4. Arrival & Regularisation of Stay (ROS): file with the Nigerian Immigration Service with full pack.
  5. CERPAC issuance: collect residence/work card; record validity and reminders.

Align start dates with realistic processing windows; avoid payroll/benefits go‑live before CERPAC is approved.

Short‑term projects: TWP path

  1. Define scope & timeline: installation, audit, training or repair with clear deliverables.
  2. TWP pre‑approval: employer or sponsor obtains approval; candidate applies for TWP visa (mission or eligible visa‑on‑arrival).
  3. Entry & work: keep within authorised period and activity. Maintain copies of approval letters at site.
  4. Exit/closure: issue completion memo; rotate specialists rather than chaining TWPs for a single long‑term role.

If duties evolve into ongoing employment, switch to STR/EQ rather than extending TWPs repeatedly.

Renewals, changes & exits

  • Renewal: track EQ expiry and CERPAC validity. Begin renewals weeks in advance with updated returns and tax evidence.
  • Re‑designation/transfer: changing job titles or locations may require approval and amended EQ positions.
  • Exit & returns: cancel CERPAC on departure; render monthly/quarterly EQ returns and retire positions no longer needed.

Dependants (spouse/children)

  • Apply for appropriate entry visas for dependants and obtain dependant residence cards after principal’s CERPAC.
  • Dependants may have restrictions on work; confirm permitted activities and any additional permits required.
  • Keep passports aligned to avoid mixed expiry dates creating compliance gaps.

Compliance & monthly returns

  • Returns: file utilisation returns for each EQ position as required by the competent authority (typically monthly); keep acknowledgments.
  • Understudy: maintain training logs and progression plans for Nigerian understudies.
  • Record‑keeping: copies of approvals, visas, CERPAC, biometrics, receipts and correspondence.
  • Ratio & localisation: monitor the balance of expatriates to Nigerians per policy commitments.

Common bottlenecks & fixes

  • Missing tax or pension evidence: coordinate early with Finance to gather current certificates.
  • Job titles vs EQ positions: harmonise HR titles with EQ to avoid queries.
  • Incomplete credential verification: ensure degrees/professional licences are certified where required.
  • Project overruns using TWP: switch to STR/EQ once the assignment becomes ongoing.
  • Late renewals: set automated reminders 90/60/30 days to expiry.

Employer checklist (printable)

  4. Prepare candidate docs (contract, credentials, police/medical, photos, CV).
  5. Track visas, ROS filing and CERPAC collection; store acknowledgments.
  6. Log renewals, re‑designations, exits and monthly EQ returns.
  7. Maintain training logs for understudies and localisation plan.

Quick FAQs

How long does STR to CERPAC take?

Timelines vary by completeness and workload. Build buffers and keep all receipts/acknowledgments. We plan onboarding dates only after ROS filing is accepted.

Can we convert a TWP to residence?

No—apply for STR/EQ if the role becomes ongoing.

Do dependants need separate cards?

Yes—dependant residence cards are issued after the principal’s permit and must be renewed accordingly.
